Valley City commissioner Matt Pedersen told Federal Emergency Management Agency officials the current rule needs to be relaxed to give cities the flexibility to build permanent flood levees.

North Dakota Senator John Hoeven has a bill in the senate that would remove the FEMA rule that does not allow the building of a permanent structure of any kind on FEMA buyout properties.
