(NewsDakota.com)  Here is a quick summary of the City Council meeting that took place last Monday night, April 14th.  The City Council meets every second Monday of the month at City Hall.

During earlier city council meetings, 30 acres of land that the City of Carrington purchased last year was voted on and approved to be annexed to Carrington.  The Council did not hear any protests about the annexation on Monday night so therefore proceeded to approve negotiations on what should be done with the land.  Dean Hafner of H & H Holdings, LLP and the JDA will start negotiations to address a development plan for the plat.  City Council and the JDA want to start building housing as early as this summer to address the housing shortage in Carrington right now.  The Plat of 30 acres is located on the west side of town, at the end of main street, across from the Foster County Fairgrounds.

Fessenden coop applied for an expanding business exemption for a new 825,000 bushel grain bin to be placed right behind some existing grain bins at Central City Grain.  Motion was approved by City Council.

Assessment Solutions of Carrington discussed mass appraisals in Carrington and talked about property values and assessment values of current houses.  The Council will meet later with Assessment Solutions to get more information.

COMMITTEE REPORTS:

FIRE:  no calls for March. 

-Starting in May, Carrington and Jamestown Rural will be trying a new fire school class.  They hope to get 60 firefighters through a new pumps course that hasn’t been offered in the state before.

-The Annual Arnold Schroeder/Jim Dunn Memorial Benefit Spaghetti Feed will be on Wednesday, April 30th at 5:30pm until gone at the Fire Hall.

-$18,000 was approved to purchase a fire truck

JDA:

-To help solve some of the shortages of the workforce here in Carrington, the JDA has asked the City Council to approve the Carrington Training and Intern program.  For example, students from Carrington would attend WahpetonCollege for a certain program and then come back to Carrington and enter the workforce.  The program would start in the fall when the school season starts.  Motion was approved to look further into the program.

-A new bar and grill opening in the Vets Club in Carrington applied for a grant to help with remodeling.  Motion approved.

AIRPORT:

-Looking at purchasing some additional land.

-Also some interest in building another hangar. 

-Unmanned airspace use above Carrington.  Right now planning is in the first phase of three.  Carrington could possible be one of the locations to build and test unmanned aircraft.

Emergency Manager:

A new assistant emergency manager has been hired and will move from Bismarck to Carrington.  Start date has yet to be determined.

Tree Board:

-Resubmitted to continue to be a Tree City USA.

Public Works:

-Found and fixed four different water breaks.

-At the water plant, a well shaft broke, estimated repairs will be about $10,000.

-Waste Lime storage is running low, looking at getting a new dump site, probably another year or so before it is full. 

-Accepted a bid for one of their sewer trucks for $2,311.11.

-Flushing hydrants will start soon as well

Renaissance Zone:

The new bar and grill in Carrington at the Vets Club is in the Renaissance Zone, therefore they qualify for two different programs including up to $10,000 in income tax breaks for the first five years from the state as well as property tax breaks.

 In the next election in June, City Council will have four seats up for grabs plus the Mayor’s seat as well.  Council President Neil Fandrich is running uncontested right now for Mayor.
