N.D. (NewsDakota.com) – Numerous community and county members made their concerns known to the Stutsman County Commission on Tuesday, April 19th.

During the open meeting, supporters of Elizabeth Kapp were present to air their concerns and show their support of the recently fired Sargent. Stutsman County States Attorney Fritz Fremgen started out the meeting by pointing out the Review Grievance Committee responsibilities. Fremgen said during the county level of appeal, new evidence would not be accepted. The only evidence the county could use is the information available to the department head at the time of his decision.

Following the information provided by Fremgen, the county commission made the decision to uphold the action taken by Stutsman County Sheriff Chad Kaiser to terminate Kapp from the department with Dale Marks voting in opposition. Several community members were present at the meeting to show their support for Kapp. One of those members was Barb Johnson.

Stutsman County Commissioner David Schwartz stated that their decision was only based on the information they were provided.

Linda Perelberg also aired her displeasure with Kapp’s termination.

Duane Johnson pointed out that the sheriff should not have the authority to terminate an employee, pointing out that he believes the taxpayers are paying for the rash decision to fire Kapp.

Commissioner Schwartz stated that it was not a rash decision made by the commission, stating that he had spent 9 hours reviewing all the information given before making a decision. Schwartz mentioned that the decision was only based off the information, and had nothing to do with Kapp as a person.

The next step for Kapp, if she plans to continue her appeal, would be at the state level.
