N.D. (NewsDakota.com) – The Jamestown Public Works Committee had a full docket of information and decisions to sift through Thursday afternoon.

The committee discussed the proposed engineering services agreement with Interstate Engineering for Cell 4A Construction at the Municipal Solid Wast Landfill. Darrel Hournbuckle with Interstate Engineering stated that the $4.5 million dollar project would have over 100 years of life expectancy.

This project would close the current sell in Mid-2017 or 2018. The project was approved unanimously.

Discussion followed regarding a proposal for the Water Plant Lime Slacker Replacement. The committee discussed two proposals and decided that the bid from Integrity would be best for installation. Steve Suko, Utility Operations Director At the City Water Plant, said that they use the lime slacker often.

The committee approved Integrity for the new Lime Slacker.

Following that discussion, Hournbuckle talked about the proposed 5th Street Northeast Utilities Plans and Specifications. He pointed out the proposed plan to help bring water, sewer and storm sewer to that part of town and the Two Rivers Activity Center.

Hournbuckle reported that the plans will adequately serve that area and bids for construction would be let as soon as the city gave approval. The project was approved and Hournbuckle said they would hopefully have the project complete by next summer.

An update on the JRMC road to Menards was given by Mayor Katie Andersen. She reported that negotiated agreements were reached for the annexation of land owned by the Anne Carlsen Center and another property owner. The Liechty and Associates property was still in negotiations with the city.

Mayor Andersen made the recommendation of proposing a 75/25 split between the city and the properties benefited on Special Assessments. She said this situation was unique and that’s why she was proposing it.

The committee recommended the split of Special Assessments with Councilman Dan Buchanan voting in opposition. The committee also recommended the formal acceptace of the JRMC Roadway and Street Lights responsibility to the city.

Final discussion from the Public Works Committee was the issue of no parking along the West Business Loop, 10th Street Southeast, and East Business Loop. Committee Chair Steve Brubakken stated that the area was already no parking, but there was no signage indicating that.

Mayor Andersen brought up the one section where signage was placed already for no parking and pointed out that it had just shifted the problem. The committee approved to place No Parking Zones along the proposed area with Mayor Andersen voting on opposition.
