N.D. (NewsDakota.com) – A state senator from Fargo says the North Dakota Insurance Reserve Fund will not cover a claim from the founder of a former Fargo-based horse betting company. 

A judge has ruled that Susan Bala is owed more than $13-million dollars in taxes the state collected after she was convicted of illegal gambling.  She spent time in federal prison before the conviction was overturned. 

Appropriations Committee member Tim Mathern says with interest, the state will be forced to pay Bala millions of dollars beyond the $13-million.  He says where the money will come from will probably be a last-minute decision by the legislature.
