N.D. (NewsDakota.com) – The City of Jamestown met in regular session Monday, June 5th at City Hall.

One of the first items of discussion came from the consent agenda. Councilman Dan Buchanan removed items J and K, both concerning road improvement projects in the Jamestown area.

Buchanan asked the council why they chose to finance the road projects with an interest rate of 2% and a term of 30 years. He pointed out that there will be several assessments on the project in that 30 year time period.

City Administrator Jeff Fuchs pointed out that the city wouldn’t take out the loan longer than it would need to.

Residents that would be special assessed would pay the same amount no matter the length of the loan. Both items were approved.

A second reading was held later on Ordinance No. 1494, which would change 901 4th Avenue NW from P-O-C (Park/Open Space/Recreation District) to R-1A (Single Family or Duplex Residential District). Because the ordinance had been widely disputed, Councilman Buchanan stated that he was disappointed no one had come forward to explain why.

Mayor Katie Andersen stated that because the issue was controversial, there would need to be 4 out of 5 votes in approval. Everyone but Councilman Buchanan voted in approval.

Later in the meeting, Buchanan stated that several constituents had approached him regarding recreational vehicles parking in the wrong direction on city streets.

Councilman Steve Brubakken stated that he has also seen the issue all over the community.

Mayor Andersen stated that Chief Edinger would be asked to discuss it at the next Police committee meeting later this month.

One of the final items discussed was the new landfill cell. Interstate Engineering Engineer Daryl Hornbuckle stated that they would need to rebid the project due to some discrepancy in the original bid advertisement.

The bids will be advertised and then opened June 30th. The winning bid will then be accepted in July. The council unanimously approved.
