CITY, N.D. (NewsDakota.com) Police arrested a high risk sex offender in Valley City for the 5th time for not registering.

Police Sgt. David Swenson says 34-year-old Allan Joseph Cook was reported in the city last week and arrested on Thursday.

Barnes County State’s Attorney Lee Grossman says Cook has now been arrested 4 times in Barnes County and once in Griggs County for failing to register as a sex offender. 4 months ago Cook was arrested in Valley City for giving police false information on his current address.

Cook faces a charge of failure to register as a sex offender, a Class “C” felony, maximum sentence 5-years in prison. Cook was convicted in February of 2002 of two Class “C” felony counts of Sexual Assault. The incidents involved two 15-year-old girls. Cook is listed as a high-risk offender, according to the North Dakota Attorney General’s website.
