CITY, ND – (NewsDakota.com) An internal investigation conducted by Valley City Police Department says Lt. David Swenson did not commit a crime following an allegation that he was drawing hourly wages from three separate revenue streams for the same hours as a city police officer and as the community service officer.

Valley City Police Chief Fred Thompson says Swenson worked a number of overtime hours and he says some of those included vacation time but he says they did not overlap with three other revenue streams, an accusation made by Robert Drake who called for the investigation.

According to an internal affairs administrative document provided to the media, Swenson logged 4,255 hours in 2015.

Valley City Administrator David Schelkoph says the city investigation was independent of the Community Service Boards investigation.

Earlier this month, the Community Service Board said nothing irregular was discovered following their investigation concerning a complaint filed by Robert Drake that accused Valley City Police Lt. David Swenson of overlapping his city work hours along with those as the Community Service officer for Barnes County.

Community Service board member and Barnes County State’s Attorney Carl Martineck says even though the amount of hours was excessive nothing irregular was uncovered during the investigation.

Robert Drake tells NewsDakota.com that he doesn’t believe the findings of the investigation. He believes the news release issued by Police Chief Fred Thompson is not factual. Drake threatened to see if he could pursue a civil lawsuit against the city and the police officer.
