VALLEY CITY, N.D. (NewsDakota.com) – The Barnes County Board of Commissioners passed resolution #2020-3 relating to the lease-purchase financing of the new county jail.

The vote was 4 to one with commissioner Vicki Lovell voting against the resolution on July 21st. Lovell questioned the Guaranteed Maximum Price (GMP) moving from $15.85 million which was approved on July 7th. Under this proposed resolution the GMP appears to have moved up to $16.5 million according to Section 2.2 (a).

2.2. Official Intent Declaration.
(a) The County proposes to undertake the Project and to make original
expenditures with respect thereto prior to the issuance of the Certificates (reimbursement
bonds within the meaning of the Reimbursement Regulations), and reasonably expects to
issue the Certificates (reimbursement bonds) for the Project, in one or more series, in a
maximum principal amount of $16,560,000.

The resolution is a proposal and must be approved by the Barnes County State’s Attorney before moving forward. More details will be released at a later date. The resolution is attached below.

Meanwhile, the contractor submitted a building permit for $13.8 million for the construction of a new jail to the city of Valley City on July 22nd. The permit was approved and issued by City Building Inspector Dave Andersen.
