State Water commission engineer Bruce Engelhardt says the outlet has only been running at half capacity since mid October and before that it ran at a trickle pace of 75 cubic feet per second.

Engelhardt says the 3 damaged pumps had to be shipped to California for repair and it took a long time to complete the work.

Engelhardt says the west end outlet will continue to run at 125 cfs until freeze up. The normal outflow is 250 cfs when all the pumps are operating.
