Even though the bill provides 80 percent of the funding to North Dakota schools in the formula there is a measure of concern that worries Valley City Schools Superintendent Dean Koppelman.

Valley City school board member Mike Callahan favors property tax reduction but wonders what will happen if the state suddenly takes it away in the future.
