JAMESTOWN, N.D. (JPD) – On May 10, 2025, at approximately 0755 hrs., the Jamestown Police Department received a request from the ND Highway Patrol to assist in trying to stop a vehicle that was fleeing from a Trooper eastbound on Interstate 94, approaching Jamestown. The vehicle was initially reported to have been driving recklessly by a caller who witnessed the vehicle driving eastbound on Interstate 94 near the Kidder/Stutsman County line. JPD Officers
and deputies from the Stutsman County Sheriff’s Office also responded to assist.

The fleeing vehicle exited Interstate 94 at the 257 exit and entered Jamestown. The fleeing vehicle was identified as a silver 2002 Chevrolet Monte Carlo. The vehicle drove through residential areas in southwest Jamestown. JPD officers and Stutsman County deputies were directed to the vehicle’s locations by observations being radioed to them by the NDHP Trooper. The vehicle was located by a Stutsman County Deputy and a JPD officer, as it approached and
went through the intersection of 17 St SW and Highway 281 S. The fleeing vehicle blatantly drove through a red light and almost struck another motorist.

JPD officers and Stutsman County Sheriff’s deputies engaged in pursuing the vehicle on Business Loop West, to alert other motorists of the reckless, speeding vehicle. The vehicle turned onto 1 Ave S and went northbound, where an NDHP Trooper attempted to deploy tire deflating devices. The driver of the fleeing vehicle avoided the tire deflation devices by turning off 1 Ave S.

The vehicle continued to flee throughout parts of southeast Jamestown. As the vehicle was driving eastbound on 10 St SE, at the 7 Ave SE intersection, the driver blatantly disregarded a red light and struck a 2021 GMC Sierra pickup traveling southbound through the intersection. The pickup was being driven by a 30-year-old Jamestown resident.

Both vehicles came to rest in the 1000 block of 7 Ave SE. The fleeing vehicle was driven by 18-year-old Jamie Raye Barnes of Bismarck, ND, who tried to flee on foot, but was quickly taken into custody. The fleeing vehicle also contained 2 juvenile male passengers and 1 juvenile female passenger, all from Bismarck. Barnes and 1 of the male juveniles were transported to Jamestown Regional Medical Center for non-life-threatening injuries. The 30-year-old driver of the vehicle which was struck received minor injuries and later received medical treatment via personal conveyance.

During the investigation, it was determined the suspect had fled from law enforcement in Bismarck last evening and the vehicle had been taken from the owner without consent. Impairment from drugs is believed to be a contributing factor.

Barnes was arrested by the Jamestown Police Department on suspicion of Felony Reckless Endangerment, driving with a suspended license, Possession of Stolen Property, and issued an infraction for Possession of Marijuana. Barnes also faces additional charges from other law enforcement agencies involved in this incident.

Other assisting agencies not previously mentioned include Jamestown Area Ambulance and the Bismarck Police Department. This incident remains under investigation.
