
VALLEY CITY, N.D. (NewsDakota.com) – Earlier this year, the Valley City Commission approved two resolutions to create paving improvement District 131. Under the plan, approximately 10 city blocks would be fully or partially reconstructed at a cost of $9.8 million.
The affected property owners gathered enough signatures to stop the project twice this year. The property owners told the city they thought the cost of the project and special assessments was excessive and several sidewalks didn’t need to be repaired.
During the city Finance meeting on Tuesday, July 15th, KLJ engineering spokesman Chad Petersen asked the city commission to provide direction on options he presented to them regarding the project. He said one option would be to do nothing with this project and move forward with another paving project on the city’s list.
City Commissioner Dick Gulmon said he didn’t like the do nothing option.
No action was taken by the city commission following the presentation on July 15th. Commissioners will now study all of the options available to them under North Dakota Century Code and make their decision known during a future city meeting.
The affected property owners successfully protested out the paving portion of the project twice in 2025.
