
VALLEY CITY, N.D. (VCPS) – Valley City Public Schools (VCPS) announced the selection of Construction Engineers (CE) of Grand Forks as the Construction Manager at Risk (CMAR) for the district’s upcoming School Facility Project 2028.
On August 5th, the school board voted unanimously to approve an agreement with CE to initiate the pre-construction phase of this project.
Superintendent Josh Johnson said Construction Engineers brings a wealth of experience and a strong statewide reputation for delivering high-quality K–12 facilities with projects in Grafton, Devils Lake, Grand Forks, and Watford City. After reviewing seven proposals and interviewing four firms, the district’s selection
committee unanimously recommended CE to the school board.
Johnson said this announcement marks a major step forward following the successful passing of the $46 million school referendum on June 10th of 2025, which will fund the construction of a new grades 3–12
school connected to Jefferson Elementary School, as well as the demolish portions of Valley City High School.
Valley City Public Schools looks forward to working closely with both Construction Engineers and ICON Architectural Group with the goal of completing an outstanding school facility project in Valley City that is on schedule and under budget. The design phase will be completed this fall followed by bidding in mid-winter and shovels in the ground by June 2026.
