JAMESTOWN, N.D. (NewsDakota.com) On November 12, 2025, shortly after 8pm, Stutsman County 911 dispatch received a 911 call from a frantic female reporting a male known to her, was physically harming her. The caller was only able to provide very limited information but could be heard screaming for help, before the call became disconnected. Dispatch was able to determine a possible general location of the residence and officers responded to the area. A Stutsman County Sheriff’s Deputy also responded.

Officers located the female caller inside a residence in northwest Jamestown, along with the male. Upon arrival to that location, the female ran outside from the residence toward the officers requesting their help, stating the male had tried to “smother her” with a pillowcase. The male party also exited the residence, as he was extremely agitated, belligerent, and refused to comply with officers.  After several seconds of being belligerent, the male tried to flee back inside his home. Officers attempted to stop him for further investigation and the male fought with officers. During the fight, 2 Jamestown Police Officers were injured after one was struck in the face and another injured their knee. A Stutsman County Sheriff’s deputy was also struck in the head by the suspect.

The suspect was identified as 38-year-old Dylan Jay Biloff of Jamestown. Biloff was arrested on suspicion of 3 felony counts of assaulting a peace officer; preventing arrest or discharge of other duties; and disorderly conduct. Biloff was taken to the Stutsman County Correctional Center.

All 3 law enforcement officers were treated at Jamestown Regional Medical Center for their injuries and were later released
The investigation into this incident is ongoing and further charges are possible. The Jamestown Police Department was assisted by the Stutsman County Sheriff’s Office.
