VALLEY CITY, N.D. (NewsDakota.com) – The Valley City Police Department is notifying residents about a high-risk sex offender who has recently moved to Valley City.

Howard Brian Johnson, 55, is now residing at 868 Viking Circle, Valley City, ND 58072. Johnson drives a green, 1998 Dodge Ram 1500.

Johnson is, a white male, is 5 feet 11-inch-tall, weighs 200 pounds, and has green eyes and brown hair. He has been assigned a high-risk assessment by the North Dakota risk level committee, Office of the Attorney General.

Johnson was convicted of sexual assault of a 15-year-old or younger in 2023, in Mountrail County District Court, ND. He was sentenced to eight years, with five years’ supervised probation. Had similar charges in Florida in 2004.

Police emphasize that Johnson is not currently wanted and has served his court-imposed sentence. The notification aims to ensure public safety and is not intended to incite fear or vigilantism. Residents are warned that harassment, intimidation, or threats against Johnson, his family, landlords, or employers will result in prosecution.
