CASS COUNTY, N.D. (CCSO) – In August 2025, at the request of the United States Postal Inspection Service (USPIS), the Cass County Sheriff’s Office shared information regarding an active investigation into suspected mail theft occurring within rural communities in Cass County (ND). Throughout the investigation, the USPIS remained the lead investigative agency in this ongoing federal case, and the Cass County Sheriff’s Office assisted as a law enforcement partner through our assigned task force deputy.

Through the investigation, it was determined that the suspected mail thefts began as early as April 2025, and investigators identified approximately 250 victims across Cass County (ND) and Ransom County (ND).

On January 29, 2026, 50-year-old Michael J. Hunter of Moorhead, MN was arrested pursuant to a federal arrest warrant issued in connection with the mail theft investigation. Hunter was subsequently transported and booked into the Cass County Jail.

Cass County Sheriff Jesse Jahner commends the collaborative efforts of the United States Postal Service Office of Inspector General (USPS OIG), the United States Postal Inspection Service (USPIS), our assigned task force deputy, and the community.  “Considering this case was investigated for several months, the investigation is another example that illustrates the strong collaboration between our federal law enforcement partners and the dedication that our agency, along with our partners, has towards spending time and resources to ensure we bring justice to our residents.”
