(NewsDakota.com) Plans by a Valley City investor to purchase the city auditorium and renovate it into a residential dwelling are over after officials with the Federal Emergency Management Agency said the investor would have to eliminate any plans for the basement being it’s in the flood plain. City Building Inspector David Andersen said it looks like the answer from FEMA is no.

City Commissioner Matt Pedersen said its back to the drawing board to see what uses the “Audi” will qualify for following the FEMA announcement.

FEMA strongly suggested filling in the basement or creating a permanent flood wall to protect the building.
